Default My entire house is his potty

We got Max less than a week ago, so maybe I'm expecting too much, but I'm getting pretty frustrated.

Max has not yet pee'd or poo'd, either outside or on his pee pads. We have a carpet cleaner, so no stains yet (not counting the Dr Pepper stain that I havent yet shown my husband)...but I'm curious to know how long to expect this for.

We take him out many many many times during the day. First thing in the morning, about 15 minutes or so after he first eats/drinks and then often throughout the day. He never goes when we are outside. Instead, he holds it for when we get in....as soon as I turn my back, he will tinkle (or more) randomly. Corners, hallways, the middle of the floor...you name it.

I know that this is not his fault. His previous owners kept him crated most of the time, and he basicly lived in his own filth. Today I bought a baby gate to keep him in the kitchen where he cant do any damage, but that is pointless because I dont want him to feel like I'm abandoning him in there like his previous owners did with him in his crate.

He pee's and poo's whenever and wherever he wants. I never seem to catch him in the act, but I dont feel like he is trying to hide it, nor do I feel like he is doing it to rebel. He is just doing it because it is all he knows. How do I correct this?
