Yeah, you can tell there is an error because if they withheld winners from my dog how could he go on to win BW and BOS (not to mention how could they withhold winners and give WD to the other dog?).

Yes, I would start with the show superintendent because they are the ones that report the results. Someone probably just messed up entering the results.
