my thoughts are this..first, a puppy will explore their enviorment by sniffing and biting (and eating things) and they do grow out of that when they decide what is edible.
Is he teething? Maybe he is looking for something to soothe his gums.
Third, if it was me, I would get him a bone. A big uncooked bone to chew on.
Fourth, if it is pica I would determine which vitamin or mineral he needs and make sure he gets it to stop the pica.
