Default Little Dog Big Problem

I am very happy with Shelby, she is a great dog and learning things very quickly right now. She is small enough for me to take almost everywhere with me but there ARE times when she just can't go! Today I left to play tennis and when I returned I heard that she was howling while I was gone As in chin up to the ceiling and coyote cries coming out of her mouth. (My husband had checked on her and found her in her pen like that)

I don't know what to do. Should I crate her? Would that be a better way to leave her? She won't ever be left for more than 4 hours. Usually less. Or is fencing off a larger place like the kitchen a better idea.

I am just afraid she is going to hurt herself. When I get back from leaving her her pen is a mess. Water spilled, wee pads wadded up.

I know this is my fault. I am a stay at home Mom who stays home most of the time and we are both spoiled by each other's company.
