I've found that neighbors for the most part will always find something to complain about! I'm sure that some of mine aren't thrilled I have dogs, but I don't have any concrete proof besides hearing it through the grapevine.
My advice is just to smile, wave, bite your tongue and ignore her!
You aren't doing a thing wrong and as long as your baby isn't barking all day, there's no reason for her to be nasty about it.
Dogs bark -- simple as that.
