I doubt they will do both surgeries at once, but 14 weeks is completely fine for neutering normally. Shelters spay and neuter as early as 6-8 weeks without any adverse effects. If I got a male puppy I'd have him neutered as soon as I got him from the breeder between 12 and 16 weeks
