That is sooo annoying!!! Those big dogs could so easily hurt your little girl!!! If the problem persist, I would definitely call animal control. It's not fair that your baby cannot potty in her own yard!!
Does your town have a leash law? I'm sorry this has really annoyed me, I would have a serious talk with that woman before something bad happens.
