Sooo I went to my county's website, printed off the Animal Control laws, highlighted the rules about dogs being off leashes, etc. I also highlighted fines for breaking these rules. Stuck the papers in their paperbox and magic! No more dogs running loose, and it's been almost two months! And they have NO idea it was me

Not sure if it will work for you living in an apartment tho. But try to find out what your county considers a "nuisance dog." Good luck!
That's a good idea. Maybe I will try that. Her dogs are living at the apartment complex illegally to begin with bc you have to put down a pet deposit for your dogs. My dog is only 2 pounds and I had to pay a 300$ non-refundable pet deposit. She has 3 huge dogs and 2 cats and has not put down a pet deposit. Noone has caught her yet. She would most likely be evicted bc that is too many animals for a 1 bedroom. But I'm sure if I told her she would just do it bc she knows she is already breaking one rule.

I just don't want to cause controversy bc everyone in my building is friends and I am new. Soooo they are used to everyone being able to walk around with unleashed dogs and pretty much everyone in the building has a dog. So, if I told her then everyone would need to start doing it and that could cause some grudges.

Ughhhh, I don't know what to do.
