Call the AKC and file a complaint..and most likely they will tell you it is a civil matter...but at least a complaint will be on file for the next buyer.
I would write a registered letter asking for papers or a refund..then follow through with a small claims suit...it will be inconvenient, but it is your best recourse...unless she is a YTCA or regional club member...then you can "sic" them on her...that is how I got a refund once...good luck
