Depending on your vet, they may or may not make them bleed. A few vets think that while the dog is there, it is their job to get them as short as possible, so it will hurt. Others just take a little bit off. Since that is the case, you might as well do it yourself... They will trim nails while the dog is under for something else but it isn't routine to put them out for that and I wouldn't give a dog a sedative or anesthesia just to do this unless it was causing physical problems or the dog was very aggressive. Drugs are just too dangerous for that and the milder drugs won't block too much pain I don't think.
