Loki got upset and stressed at groomers that did other dogs at the same time. We finally found an amazing groomer who grooms one dog at a time in her home and even lets me stay. Loki stands like a show dog for her and isn't afraid at all. Sammy is very wiggly. The groomer lets me stay and help hold her and she improves every time. We cuddle her after her bath and give her treats the whole time!
I would seriously start asking other people you see with nicely groomed dogs who their groomer is. My groomer doesn't advertise and I found her through a friend that went there.
Also, try cutting nails yourself. That is the most stressful part for many dogs. I always cut nails before we go so that we can skip that part. Just do one or two nails at a time and you can distract him with treats or peanut butter (smear it on something and let him lick it.) He could also be afraid of the dryer or the clippers so slowly let him get used to that. We barely did ANYTHING the first time Sammy got groomed - just trimmed her feet and butt a little. Each time we did more and now she can get through a full groom.
