A good thing you can do is to contact your local vet, pick a few. Don't just call go in and talk to the front staff. Tell them you are looking for a yorkie to adopt. Sometimes they get yorkies in that have been abandoned, lost, neglected etc..If they don't have any at the time leave your name and contact info. Alot of small dogs end up at the vets cause that is the first place people take them when they are hurt or lost.. Alot of dogs never get claimed. The staff ( like me) will have to foster or find homes for them. It is worth a try..never give up keep calling if you don't hear back in awhile. I have experienced clients not being able to pay for the vet bill and end up leaving their dogs,,it is sad .but it happens. Pets in general are expensive, if this is meant to be, your yorkie wil find you!!! good luck.
