He just knows you aren't paying attention to him and he doesn't have to follow the rules. Dogs don't do things to "get revenge" like that. He might pee when he's stressed or excited, but he's not doing it to get back at you.

If he does it when you ignore him you can't catch him in the act and put him in the right spot. You need to confine him when you can't watch him. He's not ready for freedom!
