a friend of mine wanted the have her chihuahua spayed a few years ago and the vet wouldnt do it because at the time she was under 3 lbs.....he gave her some meds similar to birth-control.....and it stopped her from going into heat.....it worked great for them....when she got to 4 pounds they took her back to be spayed....
