I don't think she's giving the pick of the litter to the owner of the bitch. I think she just wants to give her mom's best friend a present and would like to know if it's a good idea or not.
They're your puppies, you can give them to whoever you want!
But, like Nancy1999 said, please make sure you do all the appropriate health screening before you breed so that you can better the breed, instead of making it worse.
