My Puppy class verifies that everyone is up to date on their shots, 2nd set is fine with them. Vets will tell you to wait until all shots are done. To be honest, I took Gracie to the park and exposed her to "vaccinated" dogs (and people), no grass, when she was 12 weeks old and I have a very well socialized dog as a result. Do what you feel most comfortable with.
