Default Is Elvis too skinny?

Elvis is now 17 weeks old. He weighs 3 lb 6 oz. His back is bony and his ribs can be easily felt. The vet said that he's had a growth spurt and that his weight will catch up. I free feed him Canidae All Stages and give him a carrot some days and a sweet potato duck treat some days too. What advice do you give as to his diet? Should I switch foods? The vet offered Royal Canin, which he ate for a little while and began itching, so I returned it. I've posted pics of him, but think that his fur does not properly show just how thin he is. Thanks in advance for any advice.

PS. He eats approx. 1/2 cup daily of the Canidae as I have been measuring what is left from day to day.
