I have always used the kitten harnesses when the pups are young or smaller size.

8 weeks a Yorkie pup should still be with the mother and breeder.
Usually when a toy breed has problems you will usually see it between 8 -10 weeks of age.
www.YTCA.org recommends 12 weeks of age before going to their new homes.
