What each of the dogs were doing was jostling for domination. Now it appears that your little dog has irritated his penis. He needs to see the vet. They'll probably have you keep the dogs separated and treat your dog with an antibiotic for healing and maybe an ointment to sooth. Whatever you do, better see the vet fast!
