To get the laws enforced, the people in charge need to make it a priority, and puppy mills aren't a priority. The USDA is up to its ears in other matters and puppy mills are way at the bottom of the list. I have written to my legislators and keep doing so. If you have a legislator that you know is intrested in closing puppy mills, give him/her lots of support. These people running puppy mills make a lot of money and money talks. They are working just as hard to stop legislation that would close them down as we are to get that legislation passed or enforced. We need stronger punishment for those who are convicted of animal neglect or cruelty. A slap on the wrist and a move to another location doesn't even slow the puppy millers down. It's a very big, tangled problem with no quick fix. And as someone said previously, if all the puppy mills were suddenly closed down, a lot of dogs/puppies would be left with no where to go and a lot of them would have to be put down. Compared to the other problems in the world today, it's hard to get people interested in closing down puppy mills. It breaks my heart, but so does cruelty to children and American soldiers dying in a war and lots of other things. There are many things to get concerned about and puppy mills just don't rank at the top most of the time.
