Well, what I did was keep it loose. I just left him sitting there and he would feel alone and follow me. When he would just stop i would praise him. Try holding a treat and running with it while holding the leash, make praise sounds and I'm sure he will follow. You might look like a fool. You can also try practicing around the house with the leash. Just make it fun for him. you can try getting a squeaky toy and squeaking it to encourage him to walk/run with you.

let me know how it goes. I know they can be stubborn, we just have to out-stubborn them
