Praise the heck out of him. If treat training is your thing go for it, Make sure he knows that he is pleasing you with every step he takes. I had the same problem. I then just kept walking (with leash in hand) and Louis couldn't help but keep up with me. He will catch up soon. Just praise, praise, praise.
