I think I'd have a heart attack if ANYONE came up and "scooped up" Max

. At least it was someone you know, but still.....the ONLY person that Max is totally comfortable with holding him anyway besides me and my dh, is my best girlfriend; I don't know what it is, but he just adores her and acts like she's part of our little family

. I mean, I love her to death too, but it's just kind of odd b/c Max loves Grammy and Grampy too, but not the way he loves my friend...I'm happy about that but a little mystified by it.
Regardless, I don't think you're being bitchy at all, but I know exactly how you feel; I used to have to do that with my bird (not that people would try to take him anywhere, but they'd come right up and try to pet him, which was always dicey, LOL)...makes you feel like you're being mean, but in the end, your responsibility is to your dog; not to make sure that everyone else is happy with your dog. On the other hand, I guess if you take her to work, you have to be at least diplomatic about it. I think just kind of explaining the whole thing to your boss so she understands that you're not being a psycho, but that it only takes ONE little second that someone might drop her and it could honestly severely injure or even kill her.
In all honesty, when it comes to my pets, I don't care if someone else's feelings are hurt b/c I won't let them handle my pet; I am my pet's guardian and I take that responsibility seriously. If it causes some hurt feelings, I'm sorry about that, but anyone with a shred of sense would understand. I just think there's a lot of people out there who just don't realize how fragile these guys are even though they seem like regular dogs only smaller.
