My daughter is also 5'6" and was 109 lbs till she was 22 and went on birth control pills. She was thin, but not overly so - had many curves and wore a size 2 - and she lots got comments about being anorexic all the time though she ate like a horse.
But, to be on the safe side I would have her completely checked out, especially if she is complaining about any part of her being "fat". It is also important to know that there is a difference between eating lots of junk and eating healthy foods. I think lots of girls especially aren't getting the proper nourishment.
