18months is about average for full coat. I own a taller dog who will be 18months old in a few days and his coat is still a little shy of the floor. A few more months should do the trick. Keep in mind, the 18 month time frame usually involves oil and wraps. Without those items it can take considerably longer.

I learned from my show mentor that when you have a male in full coat it is best to leave the hair on his private part long so that when he urinates it acts as a hose (so to speak) wicking the urine down it so that he is not peeing on the coat you are trying to grow (as urine causes breakage).

I actually leave my males hair long down there and it works like a charm even when he lifts his leg.

As for the feet, it is a very good idea to make trimming below the pads a regular thing.
