I think the best thing a breeder can do is to spay/neuter all pups being placed as pets before they go to their new homes. This ensures that the puppies can not be bred. A spay/neuter contract and limited registration isn't always enough...there are plenty of dishonest people out there that do it anyway and register with one of those other registries.

My youngest cat came from a breeder that spays/neuters all her pets before placing them. As a buyer, I thought that was awesome! Spay was included in the price and I didn't have to worry with getting it done after I brought her home.

I really think only dishonest buyers will have a problem with a breeder spaying/neutering before bringing puppy homes, spay/neuter contract, and limited registration.

Educate yourself and buy from reputable breeders or rescue.
