I would get a toy dog vet and avoid places like Banfield..they are known for bill padding.
Ear mites are common in puppies, they are very contagious, passing from cats to dogs etc..puppy to puppy. You can even get them from the groomers place...plus, if the groomer does not keep the equipment clean the dogs can get the vary same infections the vet is telling you the pup has..learn to groom yiour own puppy if you can or find a groomer who does not deal in volume.
The breeder should give a copy of the vet check stating the pup was checked before the sale..and free of fleas, ear mites, parasites and worms..etc.
Then it is your job to keep it free of these problems when possible. Good luck
