Okay,I got this information from the book - The Joy of Breeding Your Own Show Dog, by Ann Seranne.
" if the temperature drops below 99 defrees and stay there for more than 48 hours without any signs of labor call your vet. The average temp for whelping is 99.2 degrees, but this is just an average. A bitch can still whelp with a 100. or as low as 98.2 - "

I know this drop and no signs of delvery, since I just went through it with my girl and ended up with a c-section and lost a pup. I cannot believe how some people think that breeding is going to be easy - you just put two dogs together and later she has pups on her own. Wrong!!! I am always so nervous before they whelp and glad I do not do this often.
