I wouldn't say it is new. They've been doing titers on people for years now...but it hasn't been commonly done with pets (although increasing as owners become more aware of vaccine hazards).

Next time you have a chance to talk to your vet, ask him about it. It's probably not something he normally does but he should be aware of it.
