Even with a leash on great damage can be done. If the hawk does pick the dog up when it is on a leash, what happens to the dog when the hawk reaches the end of the leash as it flies off? What damage would be done by the talons? What would happen if the hawk let go of the dog and the dog dropped back to the ground? These questions scare me so much that I am close to my furbabies at all time even when they are on-leash. Had one close call when a hawk came down within 8 ft. of Cocoa. The only thing that saved her was that our now-deceased Pommie barked and scared it.
