Very true. Honestly, I don't want to get into that argument again. A good place to start is the YTCA code of ethics and then go from there. You have to decide for yourself what reputable is and isn't.
So far as health screening - here is a thread I started where some breeders talk about what they do

I personally want to see these done:
Full blood panel to check for health issues
Bile Acid Test to check for liver shunt (as well as research far back in the lines to know all dogs are free for liver shunt)
Check for Luxating Patellas -can be felt for by a vet, X-rays are better, OFA cleared is best
Check hips for Legge Calve Perthes - pretty much same as above for LP
eyes and ears checked and cleared to be normal (can be CERFed)
Heart checked to make sure it is healthy and normal
Knowledge of the pedigrees and offsping for any health problems such as diabetes, epilepsy, allergies, etc.
Those are the ones I can think of at the moment that are important to me..there are probably a few more though
