Welcome to Yorkie Talk! Have you tried putting some warm clothing on him before you take him out, some pjs or a dog coat?
That may help. It sounds pretty cold, though. I wouldn't keep him out too long. You may have to make several tries and let him warm up inside between times. I find it is just easier to use a potty pad, escpecially in bad weather or with tiny puppies. They do eventually learn how to use both at my house, a doggie door to an outside potty pen and inside washable potty pads.
