The thing is...if a breeder is breeding that small of dogs on purpose and charging that much more because it will stay 1lb smaller, they most likely aren't reputable and are just out for money. Since they have the money, it's going to be hard to get it back. I bet their guarantee isn't a refund either...probably that the puppy has to be returned in exchange for a new one...and obviously the OP wouldn't do that. Unfortunately, there are a lot of dishonest people selling dogs

Educate yourself and buy from reputable breeders or rescue.
