Different people have different opinions on that. Mine are trained to pads and outside both. But when they're little, you might want to stick with one til they get the idea.
ALWAYS give treats for going on the pad. That will help them learn really quickly (even though you still have to be understanding of accidents). I swear that Coby has learned to divide up his pee into several tiny little potties so he gets more than one treat for it!!
