Claiming not to have the money for his vet bills is no excuse. By law she must reimburse you for up to his full price in vet bills. Florida has excellent puppy lemon laws. Here's an overview:

I wish all states had laws like this. Maybe then a lot of the scams and breeding sickly babies would stop
