Most vets scan all new dogs I think, just to make sure. Also, you report it to the microchip company that the dog is lost or stolen and vets in the area are informed of this. There are printed out flyers all over my vets office from the emails they get of lost/stolen microchipped animals. When scanned it will flag that its a lost dog.
