 Yikes! Yikes on several levels.  lol  I haven't ever chipped (or shipped) a puppy under 2.5 - 3 lbs.  Although it is safe to chip them at this size, as the same chips are used in even smaller animals, I just can't bring myself to do it. But I really can't imagine sending off a baby with the chip like that.  Sounds like they did it just under the skin, or maybe just the tip of it in the muscle and the rest sticking out.  The correct technique is to do it at a slight angle so that it's not going straight down...this way you can get the whole thing in there without going so deep. 
I find that there are a lot of breeders who do it themselves, which obviously I don't have a problem with.  I do have a problem with just slapping it in and not checking it.
