Hi I have this problem to. I have a yorkie (Ruby Cupcake female) and a pomeranian (Valentino Tango) . Ruby is the predominant one and does like valentino to be picked-up if he does get picked up she starts trying to bite and barks nonstop. He isn't jealous at all but get tired of her harrasment at times. But they are ok for the most time.
