I have a big dog as well as a yorkie. They love each other and are best friends. They play all the time, and Dozer realizes that Bailey is like 130lbs smaller than he is and he's gentle with him.... Here's a picture of the 2 of them playing

So yes, yorkies can play with big dogs....

As far as neighbors dogs, I don't have any neighbors that own dogs, but if I did, sure, I'd let them play. ONLY while supervised and ONLY if they weren't scared of each other
