He definitely looks like a Yorkie/chihuahua mix to me.
Also, the fact that the breeder didn't show/give you his AKC papers because they 'didn't want him to be bred' is a red flag to me.
If they did lie to you, that is a shame, and I can understand your frustration.
However, that being said, he is ABSOLUTELY ADORABLE and obviously deserves to be loved no matter what.
