If you really can't change your budget at all, I would go with the pom puppy. Buying from a byb or a puppy mill is a horrible idea if you're looking to save money. The breeder we bought from, we thought was a reputable breeder. Turns out, not so much. Franklin had worms so we had to delay his vaccinations. During this time, he contracted parvo. He is still being hospitalized right now and it's costing us over $1600. So all in all, he has cost us probably upwards of $2500. Bad breeders also contribute to the many yorkies who have liver shunts, luxating patellas, and many other problems. These health issues can cost a TON. I know LP surgery is something like $1500 per leg.

It really is worth the money you spend finding a reputable breeder that can guarantee a puppy's health.
