If it is matted do not wet it! Pull the mats apart with your fingers, or cut into them and pull them apart. You may have to cut some of them out. When all the mats are out, you can use a finishing spray that will make him easier to comb. At first, my husband had to hold Lexy while I combed her because she would try to bite the comb, etc. The have to know that this is an everyday thing. He'll get used to it. Good luck!
