Kim, I think you are exactly right. How on earth did oversight of dog breeders become the responsibility of the USDA?? I have never understood that!! Dogs are not livestock. Who made these laws that these people operate under. I just have no words for how wrong it is to lump pets into the same category as cattle. My brain cannot wrap itself around that concept. Is it not enough gov't funding?? I just don't get it.
