Does anyone know how I should go about shutting down a puppy broker? This woman gets dogs weekly!!! Friends and I have turned her in before but she changes her name and phone number and never gets caught

I have found her once again and she needs to be stoped!! She sells sick dogs!!! Nobody knows where they are actually coming from, she always has a different story

What do I have to do to get the city to shut her down and fine her???? I tell so many people about her hoping it will keep someone from buying a puppy from her but she is selling like crazy!!! Her answering machine even says "If your calling for a dog ill have some on Monday so call early" can you belive that!!!!!!!!!!

Any suggestions?????
