I would like to know how many times she was bred to make the neighbor want to take her out of that environment? Or what other factors made her do this. While this is just an emotional question, I am sure she will be returned to the original owner as animals are property and are governed by this. This is why backyard puppy mills are returned some of dogs even if the dogs lived in lousy situations. They are property, plain and simple and it won't matter if she is happier in her new home.
