I have the same problem. If someone walks up to our gate to talk to me, Teddy goes absolutely crazy. He barks and growls, and tries to push his way through the fence to get at them. He does this only if they have their dogs with them.
Yesterday, i had to go to the pet shop, and took him in with me, where he came face to face with a golden retriever. I thought, this is going to be fun. To my amazement, he turned his head and started to shake. Not so brave this time.
Maybe it has something to do with protecting his own turf? That is all I can think of.
