This sounds like it might be a good way to handle it.
I also wouldn't put my dogs in anyone else's name unless it was close family.
Doggie DayCare may also be an option. Check the rules on that.
In our area if you do rescue/foster home for the local shelter, you can have more than the limit in your home also. Don't know if they would check out if they are yours or just there as a foster home.
