Try using potty bells. You hang them from the door knob low enough for baby to bite at them and jingle them. Put a dab of peanut butter on the bottom bell to entice. Whenever you take baby outside to eliminate, ring the bells. Graduate to assisting baby to ring the bells on his own. In time, he will associate ringing the bell with being let outside to eliminate. To make the bells, just go to your craft store and get some leather lacing and some medium to large size sleigh bells, Tie a bell onto the lacing every few inches until you have a chain of bells.
