I told him I was willing to refund him $25 for the camera body, cause that is the going price of the camera body.

Call the # for paypal. This is the reason I HATE paypal...anyone can say anything!! In the dispute there should be a section where you can request he return the camera before giving a refund. If you call the # for paypal though it will work out alot better. You can talk to the person who is probably going to decide what happens. Say you think this is fraudulent and they will help you. Good luck dealing with this, its hard but it can turn around in your favor if you can prove that it could be fraudulent (which they most of the time are if the other person cannot produce any pics or a repair quote)
