I think you are doing well...my 7 month old Yorkie named Bella had a hard time potty training as well. Patience and consistency are key factors. For example, Bella used the pads in the beginning and then she just stopped going potty on them. So we tried going outside and it honestly has taken 2 months or so but she is going potty outside on a pretty regular basis. I give her a cookie every time she goes but when we first tried going outside it took a long time for her to go. You have to get her on a pee/poo schedule and take her out or put her on the pad constantly. I used to have to take Bella out every hour or so. But now she knows what "outside" means and she will bark at the door if she needs to go. But she still has accidents..I think with lots of patience, consistancy and time your dog will be doing great

also---I live in an apartment and I let Bella go on the balcony with my supervision..that way I don't always have to go down 16 flights of stairs
